I can't for the life of me find how to hook certain functions from a theme template.php. While I don't see anywhere examples of it being done, I also don't see anywhere that it says it can't be done.

I'm modifying the user_register form via THEMENAME_user_register, but I don't see a way to hook the validation function. Is that possible from a theme? Are hook_form_alter() and hook_form_FORM_ID_alter() available for themes or are they only for modules?
