My site www.fitnessprogress.net is extremely slow. It is currently hosted on godaddy's $4 a month plan. I have followed both of these posts here:

I clear my cache frequently, but nothing seems to work. I have also upped my memory. Does it just come down to that godaddy's cheapest hosting is not powerful enough for what I need?

(I currently have about 43 modules installed)

For one Godaddy is pretty bad for Drupal in my opinion. Second, you might want to scale back your modules a bit, 43 is a lot of extra code that drupal has to load

I switched to godaddy grid hosting and 43 modules is nothing. I currently have about 76 installed and working.

Try installing and configuring: XCache + Memcache
If you've high-traffic website, try varnishd.

Or Google: improve performance in drupal
