Breaking off things from #610234: Overlay implementation into their own separate issues, one point made was this:
F1: A "Help: On" toggle was designed but not implemented (yet?); to be a separate issue
This is that separate issue :)
The attached image (originally from http://www.d7ux.org/content/ but I'm copying it here since we really need to have screenshots be not on that site but rather in the issue queue) shows an example of where that link might be placed. Its exact functionality is unclear...
I'm creating this issue straight against D8 and also not so sure the overlay module queue is the right place for it.
