Review of the current situation:

Only local images are allowed.

At this stage, the only really useful pointer here is the one to d.o. for downloading additional languages. With maybe a very short bit similar to the info in the second sentence.

Only thing I don't like is that it *starts* with a link. But this really is the only useful information to start with. All other info in the existing version assumes multiple languages are available. Certainly not always the case.

Got some IRC feedback that it'd be good to follow similar pattern as in the new text on modules page #636860: Shorter help text on modules page

Which I agree with. New proposal:
Only local images are allowed.
