I'm new to Drupal. When I tried to set up a new user I got the following message; any suggestions to fix this would be greatly appreciated.

I am getting the same issue, also the operations list is blank. please see attached screenshot.
it stops at:
www.sitename.com/admin/user/user/create

Hum, so what is the link with the "Used modules" module? Your problem arrived after the installation of my module? Or, this is a mistake : your bug is global with Drupal?

I am sorry, I didn't notice that it was specific to a module. I think it's a general Drupal issue. I will post it in the General section.

I had this problem also. The "Administration views" (admin_views) submodule of the "Administration Menu" (admin_menu) module trying to convert that page into view... unsuccessfully... Module is currently on alpha stage (guess you using that), so just disable.

"Needs review" means there's a patch waiting for review, "active" means the issue is open for discussion.

Regardless, looks like this issue was never a core bug.
