Is that a Drupal bug?

Hello,

first check the attachment screenshot because I dont know how to describe this screen.

It was start happening after I move all my sites in a new dedicated server. Most of my sites have this problem sometimes and I dont know how to reproduce it but I can clean this screen only if I reset the cache from the admin. Some clients told me that it disappeared alone, maybe from the cron.

I use Firefox but it happens in other explorers also.

My new dedicated server setup is:
