In the spirit of breaking up #263956: Ye Grande Olde Drupal 7 .install File Cleanup, this patch re-orders the functions in poll.install so the order is schema, install, uninstall, updates. It also adds defgroup comments around the updates. Since no code was changed, only the order, the big thing to review is the format of the defgroup comments.
