Blocks New User if Password is Changed

To recreate the error:

Create new database, Drupal 4.7 Beta4
Environment: BSD, MySQL 3.23.58, PHP 4.3.10, Apache+mod_ssl-1.3.33+2.8.22

Created first user; changed the password and set signature; delivers message at first attempted login that the user has been blocked.
