The attached patch cleans up Administer > Site configuration > Regional settings. Enabled/Disabled radios are converted to checkboxes, unnecessary descriptions have been removed and JS has been added to hide fields that depend on the value of another field.

Yay! We should still explain what empty time zones do, so if a developer who knows this could share this information, we can put this in the UI as well :)
