Actions taken by settings pages do not occur until the page has been refreshed after submission

In various settings pages, like admin/settings, actions needed to be taken by a setting do not occur until the page is visited refreshed after having already submitted the changes. For instance, upon updating the temp files directory (from null in a new install), new folders are not created upon submitting changes, but on the next page refresh after submission. This also occured with pathauto.module (cvs version). Actions in response to new settings did not take place until the pathauto settings page was refreshed after submitting.
