In Home » administer » content when the revision is turned on by default for blogs, it only seems to affect those with administration access. When I create a new blog posts or edit one as admin, the revision box is checked. But when regular authenticated users are editing blogs, Drupal is not keeping track of revisions. Note that I've encountered this issue with both 4.2 and CVS.
