core/modules/navigation/modules/navigation_top_bar is an obsolete empty module with just an info file. It used to be a feature flag module for the top bar in navigation. Not needed anymore.

The empty obsolete Navigation Top Bar module was removed in Drupal 12. The module only remained in Drupal 11.3+ to allow clean uninstallation. It did not have any functionality on its own. Uninstall this module before moving to Drupal 12.
