\Drupal\Core\Config\Schema\ArrayElement::hasTranslatableElements() creates unnecessary objects

Problem/Motivation

\Drupal\Core\Config\Schema\ArrayElement::hasTranslatableElements() uses the magic iterator unnecessarily wasting time creating array iterator objects.

Proposed resolution

Call $this->getElements() ourselves instead of relying on \Drupal\Core\Config\Schema\ArrayElement::getIterator() to do it for us - which then creates an array iterator object.
