Test what moving inline_form_errors as default would look like [#3627187]

Problem/Motivation

In #2915899: [PP-1] Enable the Inline Form Errors module in the Standard profile and recipe there is a desire to move inline_form_errors to standard but what if we made this the default behavior?

Move the relevant code out of inline_form_errors
Wrap the feature in a new variable from Settings.php that would be deprecated in 13
