Consolidate core .inc files in modules [#3625109]

Problem/Motivation

I think this is 12.x only, but we should consolidate the various .inc files in core modules to the .module file.

Steps to reproduce

Proposed resolution

For core modules:
Move all .inc content to .module
Delete .inc
Remove any modulehandler loadinclude calls for .inc

There are two BC breaks to remove modulehandler since it's no longer needed.
ImportForm
TranslationStatusForm

Remaining tasks

Decide if we need a CR to notify about the modulehandler load changes and bc break.
