Log MigrateSkipRowException context on migrate item ignored

Problem/Motivation

There is no messages about ignored items. It is hard to know what has caused the MigrateSkipRowException.

Steps to reproduce

In a process plugin, Throw a MigrateSkipRowException.

Proposed resolution

This patch log the filepath and the line number where the MigrateSkipRowException has been thrown.

Example :
