This looks good. I wonder if it's worth a follow-up to try to remove the version-specific information from this file altogether, e.g. we could link to https://www.drupal.org/docs/upgrading-drupal/upgrading-drupal

The only things that really change these days are the minimum minor version for the previous major, and the PHP/database requirements.
