you can enter the block admin screen just fine, BUT if you try to configure individual blocks by clicking 'configure' under 'operations' eg:

?q=admin/block/configure/user/1 (navigation block)

nothing happens - the page will just try to load until the system times out

Try patch in http://drupal.org/node/36029, if that doesn't fix it then set this issue back to active
