Yup! But you followed up on a super old issue after I dropped the comment so wanted to give credit for that. Helps make sure we aren't losing valid issues. Hope to get below 15K issues before I'm done with Drupal lol

@berdir for #2451365: ConfigInstaller has the source storage injected by config importer and module installer but it is done incorrectly
