Problem/Motivation
The core leadership team would like to invite mherchel to the frontend framework manager team. His longtime work on Olivero has shown dedication to the community over many years. More recently, his leadership in bringing Gin into core to make it the default admin theme has been critical to the future of the project. Not to mention that his front-end skills are among the best in the business.
Mike will need to read and accept
Drupal core governance, and agree to the responsibilities listed under:
- The definition of maintainers
- The framework manager and core committer responsibilities.
And then he can be added to MAINTAINERS.txt as a provisional FEFM.

This will probably conflict with #3614814: Promote pdureau from provisional to full front end framework manager, but so whichever gets in second will need a rebase.
