Problem/Motivation

After upgrading from 11.3.13 to 11.4.2, table rows on admin listing pages (e.g. admin/structure/menu, admin/structure/types, admin/structure/block) render with noticeably less vertical spacing than before. Rows no longer share a consistent height the way they did in 11.3.13, and the overall table now looks more cramped.

Steps to reproduce

  1. On a site running Drupal 11.4.2 with Claro as the admin theme, navigate to any admin table listing page, for example admin/structure/menu, admin/structure/types, or admin/structure/block.
  2. Note the row spacing/height in the resulting table.
  3. Load the same page on a site running 11.3.13. Row height there stays consistent across all rows regardless of how much content each row contains, this consistency is lost in 11.4.2.

Proposed resolution

Revert `min-height: 4rem;` back to `height: 4rem;` in:
- core/themes/claro/css/components/tables.css
