Limit list to selected items option applies exposed filter by default

Problem/Motivation

Noticed this on a client project after upgrading to Drupal 11.4.1, reproduced on main with standard profile.

When a views exposed filter has the "Limit list to selected items" option enabled, and some options selected, those options are applied as filters by default when loading the view. This can result in things being filtered from the view that weren't before.

Steps to reproduce

Install standard profile
Create 2 Content types - Article and Page
Create 2 Nodes - one article, one page
Edit the Content view and edit the Content type filter, enable "Limit list to selected items" and check Page only
Go to /admin/content
Notice your article is missing with no filters applied.
