[D13] Remove implicit commit-on-destruct

Follow up of #3584238: Deprecate implicit commit-on-destruct.

Proposed resolution

Remove deprecated code handling commit-on-destruct.
Decide what to do in case a transaction is still active when the transaction object is destructed, see #2831617-59: Deprecate global constants in locale module
