I have noticed a problem in ConfigSingleExportForm. Below are the steps to reproduce it.

1- go to /admin/config/development/configuration/single/export
2- select config type and name
3- click on the browser url bar and press enter (reloads page)
4- change "configuration type"

"config name" is not reloaded correctly and error is logged (i.e. The submitted value announcements_feed.settings in the Configuration name element is not allowed.)
