There should be a way to link one taxonomic list to a term in another taxonomy. For instance, movie ratings are not really appropriate to articles about leather working in Spain but one might want to require a rating on a review of a movie.

Please re-describe your feature request. I can't understand it as of now. Also note that vocabularies already let you manage which terms are available for a given content type.
