Changes are made on on 11.x (our main development branch) first, and are then back ported as needed according to our policies. Restoring template and adjusting tags per the guidelines.

I am not sure I understand the problem. Can you provide steps to reproduce?

It has been over 3 months since steps to reproduce were requested, closing as cannot reproduce. Feel free to reopen including those steps if this is still valid.
