In a Drupal site with low resource use (minimal profile) Navigations 'Create section' is missing key items.

Problem/Motivation

Navigation is missing 'content', 'block and 'files' links even though modules are enabled.

Steps to reproduce

- Install Drupal's Minimail profile (shown with stark, Claro themes. switching is same). Reminder: it is understood that Media, Image & Shortcuts modules would not enabled. Also, profile starts with node enabled, but no added bundles.
- notice: only 'create' menu (plus icon) now show.
- items for: content/blocks/files/media/shortcuts all missing. Still expected: block and file.
- manually add one new node bundle (like 'basic page').
- notice: no navigation 'content' item appears.
- clear all caches. notice: still no 'content item'.
