Wrong $primary_field and $primary_table passed in db_rewrite_sql inside taxonomy_overview_terms()

Copying this information over from #310768: Wrong $primary_field and $primary_table passed in db_rewrite_sql inside taxonomy_overview_terms() since while we're hoping to replace all this code, it's not actually done yet and I want to keep track of it against D7 too.
