[upstream] Ensure 10.0.0 is on stable versions of dependencies before release

Problem/Motivation

In #3299213: Require mikey179/vfsstream ^1.6.11 to allow tests running on PHP 8.2 we're changing core's minimum stability to alpha. We'll want to ensure we switch back to 'stable' before release.

PHP 8.2 compatibility is being tracked at https://github.com/bovigo/vfsStream/issues/271 and there's a request for a new stable release on there, so we need to track that for now.
