It is possible to have a default theme selected, while no themes are enabled. This produces a 403 when changing block settings.

Perhaps a check for enabled themes before displaying block admin page?

Tried this on my end (6.9):

  1. Uncheck "enabled" on all themes
  2. Save
  3. Go to admin/build/block
  4. Changed some settings
  5. Clicked "save blocks"

This all works as expected (no unauthorized message). If you think this still is a problem, please re-open this issue and provide step-by-step instructions on how to reproduce this on a clean install (using the most recent version).
