Problem/Motivation
The Layout Initiative introduced easy to reuse layouts and a UI to make that possible to use for layout structuring. While https://www.drupal.org/about/core/strategic-initiatives already lists the initiative as completed, #2811175: [plan] Add layouts to Drupal is still open. The Easy out of the box initiative brings forward goals to make layouts first class in Drupal.
The proposed "Easy Out of the Box" strategic initiative will include completing the requirements to make Layout Builder part of the standard profile: #3191533: Define "Easy out of the box" Drupal core initiative
Proposed resolution
Remove the Layout initiative from MAINTAINERS.txt.
Remaining tasks
Figure out who should be credited as part of retiring the initiative, unless this already happened as part of another issue.

tim.plunkettAll of the work happened in the issue queue (unlike some other initiatives that had their start in contrib), so everyone should have their appropriate credit.
For now, just tagging the two initiative coordinators (Emilie and I)

xjmSame as with the JS issue, the commit message is confusing because it doesnʻt add EOOTB, just removes Layouts.
Too late to fix the commit message, but at least we can add the initiative information to the issue summary.
