Steps to reproduce

1-Set a content type label in a way there is an apostrophe or a double quote in it (common in french)
2-Take a look at the menu "Structure > Content Type" you will see the label of the menu contains #039; or " and not the rendered apostrophe or double quote

I'm assuming this is referring to a bug in Admin Toolbar: #3168654: Apostrophe in vocabulary name is badly encoded in the menu title

You are right... I think I am crazy as I was the reporter of the duplicated bug
