The browsers in the browserslist in the package file don't meet the browser supported by Drupal (https://www.drupal.org/docs/8/system-requirements/browser-requirements)

The correct browserslist would be (correct me if I'm wrong):
https://browserl.ist/?q=last+2+chrome+versions%2C+last+2+firefox+version...

Apart from that, claro is using custom properties which aren't supported by IE11. Also, OperaMini is quite a tough one to support since for example it doesn't support calc().

Project: Claro » Drupal core
Version: 8.x-2.x-dev » 8.9.x-dev
Component: Code » Claro theme

I gather that the custom properties are being processed with PostCSS. Not sure if that also applies to calc().

Tha Claro contrib project is not being updated anymore because Claro has been added to Drupal core as part of Drupal 8.8.0.

We have PostCSS plugins to process calc and CSS custom properties into CSS that is supported by these browsers. Feel free to open bug reports If you've run into specific bugs.
