As discussed on https://github.com/drush-ops/drush/issues/3454, there is no check in \Drupal\Core\Extension\ModuleInstaller::validateUninstall that the module is currently installed, so if you attempt to uninstall a module that has already been uninstalled, drush will report that it has been successfully uninstalled.

I tested this on 9.3.x, with a fresh standard install and was not able to reproduce this error. 

$ ddev drush pmu -y color && ddev drush pmu -y color && ddev drush pmu -y color
The following extensions will be uninstalled: color

color was successfully uninstalled.                                  [ok]
color is already uninstalled.                                        [ok]

I have updated the related drush issue.

Therefore, closing as cannot reproduce. If you are experiencing this problem reopen the issue, by setting the status to 'Active', and provide complete steps to reproduce the issue (starting from "Install Drupal core").
