Visual indicators to indicate block draggability [#3024774]

Problem/Motivation

Layout Builder blocks can be repositioned by dragging, but there is currently no visual feedback indicating this draggability is possible.

Proposed resolution

When hovering over a block, change cursor to "Move" and display an icon in the left corner indicating the block is draggable (perhaps the move.svg icon used by .handle).

Why hovering? That will only convey the information to a user with a hover-capable pointer.

If you're going to use an icon to indicate draggability, convey it to all pointer users. Otherwise this creates inequality by witholding information from pointer users who are capable of drag but not hover (finger, some styli).

Recommendation: if an indicator of draggability is needed, show it all the time to everyone. Otherwise, it may not occur to someone to try to drag it.
