The administration toolbar comes with a non-namespaced class `toolbar` that makes impossible to reuse that class name anywhere in a theme, even inside a scope class like this:

.my-theme--foo .toolbar {
   // the administration toolbar styles would also be applied here
}

Using `drupal-toolbar` class instead of `toolbar` would stop this behavior that forces site builder to cancel the administration toolbar styling on their own stylesheets.

Aren't there plenty more examples of classes without a namespace in Drupal core?

Instead of the proposed change, I would suggest using something like .my-toolbar for any additional toolbars in your own Drupal website.

I'm not convinced this could be labelled a bug for all Drupal installations. Therefore I am marking this issue as Closed (works as designed). If anyone disagrees, feel free to reopen this issue and please state your reason for doing so in the comments below.
