I'm not sure if this is an issue with menu.module or contact.module. The problem doesn't exist on drupal 6.3.

What are the steps required to reproduce the bug?
- fresh installation of drupal 5.9
- enable contact module
- enable access to "access site-wide contact form" for authenticated and anonymous users in Access control
- go to /user/1/edit and enable "Personal contact form"
- create primary link with path set to "user/1/contact"
- log in with new user

Expected behavior: the primary link to appear
What happened instead: the primary link disappears

Considering the time elapsed between now and the last comment plus the fact that D5 is no longer supported, I am closing this ticket.
