Drupal 8 newest release. Theme is bartic, no other modules installed.
Setting the site into maintenance mode create the banner telling site is in maintenance mode, but all pages are still visible and functioning for not logged in users on any browser.

Clearing the caches fixes the problem, but this can not be the intended behavior.

It seems to have been a multi-site issue where one site tried to set another into maintenance.
