Move Media Entity configuration from media module to standard profile

Hi @naveenvalecha, I have created follow-up with issue summary at #2883813: Move File/Image media type into Standard once Media is stable :( Can we close this one please?

There was a bit of cross-posting that happened around #2831936-158: Add "File" MediaSource plugin so I'm closing this one as a duplicate.
