Using Drush to upgrade from 8.2.7 to 8.3.0 failed after performing serialization_update_8301. Please see attached screen shot for details.

Please see the release notes, which state:

Important: If you previously installed Content Moderation in 8.2.x, you must uninstall it before upgrading to 8.3.0 or you will encounter fatal errors. You will need to reconfigure and reapply your workflows and transitions with the new module after upgrading and re-enabling Content Moderation, so be sure to back them up beforehand. (No upgrade path is supplied since the module is still alpha stability.)

I also encountered this error. However, fortunately, we have not used this module explicitly, just enabled.
In this case, I could updated the site by the following way.
1) put the site the maintenance mode.
2) clear all cache (I did this by performance tab and also by CacheFlush to make sure)
3) uninstall the module (content moderation)
4) update the site as usual.
