Stark's help text on /admin/appearance links to drupal.org/theme-guide which redirects to drupal.org/docs/7/theming. I propose we link directly to drupal.org/docs/8/theming.

Erg. This problem is likely in a lot of places. Filed #2855175: [META] Many documentation / handbook URLs redirect to D7 content and #2855171: Documentation migration makes significant sections of the Drupal 8 handbook unnavigable or redirect to Drupal 7 docs.

I verified the updated link. Thanks! For any subsequent examples of this problem, let's try to fix them in a coordinated way in #2855175: [META] Many documentation / handbook URLs redirect to D7 content.

Meanwhile, committed this to 8.4.x since it's a straight-up bug and we have an RTBC patch already. I also backported to 8.3.x since it is before RC string freeze. Thanks!
