There is no maintainers.txt entry for Place Blocks module

Proposed resolution

Even though this will get merged into Block module eventually, adding pwolanin as the Place Blocks module maintainer for now.

Duplicate of #2767945: Add issue component for block_place module. Issues for Place Block should be filed against block.module since it's supposed to be merged back there anyway.

Let's add Peter as a Block module maintainer if he is interested. Tim already is. :)
