I am attempting to create a bulletin board in which users can create initial posts but cannot write replies. To do this, I am attempting to utilize the forum module with comments disabled. The problem is that disabling comments at admin/content/node-type/forum has no effect.

A) you should be using Drupal 6.2
B) I'd investigate creating your own content type with comments disabled to see if this is a bug throughout 6.1 that has since been fixed in 6.2 as I cannot reproduce the problem you are having.
