Problem/Motivation

system_requirements() provides a message on the status report warning a user when an experimental module is in use. This message is helpful, but it does not provide all the information a site builder or developer might need to evaluate the experimental module.

Proposed resolution

Link the handbook policy on experimental modules.

This issue is targeted against 8.1.x because it includes a string change.

I've applied the patch, enabled migrate, visited admin/reports/status and clicked on the link this patch adds. It took me to https://www.drupal.org/core/experimental. It works as designed. As this is a string change it is only eligible for 8.1.x.
