Input type text elements prefix, suffix and description are displaying with htmlentities [#2371607]

Clean Drupal 8.0.x-dev installation.

Steps to reproduce:

Create content type
Go to 'Manage fields' page
In 'Add new field' type a label, then 'edit' machine name and you'll see:
<span dir="ltr">field_[input]</span>&lrm; (see attachment)
The same inside 'field edit' screen. Example of image field editing screen.
