During installation, I got a PHP memory limit notice encouraging me to increase my memory limit to 64MB.

The error message is showing HTML tags, rather than rendering the code in the browser.

I've seen the same symptom but in a different place.
When installing and the permissions for any of the following are wrong the errors displayed contain HTML tags.

/sites/default/files
/sites/default/default.services.yml
/sites/default/default.settings.php

Is it possible that this issue applies to other errors during the installation process?
