I was able to create a custom module following the documentation, but after I enable it, the checkbox doesn't allow me to uncheck it so that it can be disabled. I realized that this issue happens even for core modules which were installed with core.
My module has no dependencies.

In case it makes a difference, here is the .info.yml file

name: Twitter pull
description: Pulls twitter tweets and stores them in nodes
type: module
core: 8.x

The .module file is empty except for a php tag

D8 no longer has the concept of disabled modules, just installed and uninstalled

Thanks for the link. I read that post, though I don't really understand what was so confusing about disabled modules. Can you elaborate?
If all we have is install and uninstall, data should be entirely lost when we uninstall, which might not be what we want.
