my default is english, and i have spanish and french translations. when i disable comments for spanish, they should be disabled for french too.

Not sure about this, because each translation is a different node. Anyway, moving feature requests to 7.x. You can also post the issue in the i18n issue queue.

In Drupal 8 you can configure the comment settings for node types under admin/config/regional/content-language for either one behaviour for all translations of the node type or independet (translated) settings for each translation of the node type.

In this case it would be the first option.
