This arose out of #2092817: Move REST, serialization and HAL to the web services package + CHANGELOG.txt entry where it was found that differences in the case in the package labels in various module's .info.yml files caused the modules to be listed as different groups in the modules list (Admin => Extend). In that case basic_auth.info.yml had:
package: Web services
whilst three other modules intended to be listed in the same group had:
package: Web Services
(Note capital "S" on "Services").
This resulted in:

@Webchick commented that the standard is "Capitalize only the first word." so that issue was solved by changing the package labels. But it seems to me that there is an underlying bug here that, since the labels for the groups displayed on the Extend screen are forced to upper case anyway, the case of the package label really should not matter. I would suggest that the code should be modified so that the labels are forced to upper case before the grouping is done.

swentel commentedThe package labels are uppercase with CSS in seven. Other admin themes may decide something completely different, so this is not something that should change in code. In case there are difference, we just need to make sure the package labels are ok.
