I've got many of the 6.x modules installed, but none of them are active.
The part of the code returning an error checks for circular dependencies in modules, however, there aren't any circular dependencies.
Despite the lack of circular dependencies, poorly programed modules are clearly the culprits. "Email Logging and Alerts" is one of the dirty modules, so this would be a good point to look for errors.
Despite this, I don't believe that drupal should be dropping vague errors when the function in question was designed to avoid just that. Perhaps there should be some protection against mis-module-configuration?

asimmonds commentedMost probably duplicate with http://drupal.org/node/190729. Reopen this issue if that patch does not fix your problem.
